Frameworks & Proposals Manager
Salary: £45,000 – £55,000 per annum
Location: Remote, with UK travel to Ipswich at least once a month
Start Date: 1 November 2026

Sanctuary Personnel is currently recruiting for an experienced Frameworks & Proposals Manager to join a growing organisation and play a key role in managing public sector frameworks, Dynamic Purchasing Systems (DPS), Preferred Supplier Lists (PSLs) and the wider bid and proposal process.

This is an excellent opportunity for an experienced Bid Manager, Proposals Manager or Frameworks Manager with strong knowledge of procurement, tendering and proposal management who is looking to take ownership of strategic frameworks and support business growth.

Key Responsibilities

  • Manage and maintain public sector frameworks, DPSs and Preferred Supplier Lists.
  • Monitor framework deadlines, renewals and new procurement opportunities.
  • Identify opportunities to support business growth through frameworks, tenders and speculative bids.
  • Coordinate the end-to-end bid and proposal process from initial planning through to submission.
  • Lead bid planning, storyboarding and proposal development sessions.
  • Work with subject matter experts and internal stakeholders to develop high-quality, compelling content.
  • Review, edit and refine bid responses to ensure they are accurate, compliant and aligned with requirements.
  • Use AI and bid automation tools to improve efficiency, quality and consistency.
  • Maintain and develop bid libraries, templates, case studies and supporting materials.
  • Review tender and framework feedback and use findings to drive continuous improvement.
  • Build effective relationships with framework providers and relevant stakeholders.

About You

The successful candidate will have:

  • Proven experience in bid management, proposal management, tender management or framework management.
  • Experience working with public sector procurement frameworks, DPSs or PSLs.
  • Strong understanding of the end-to-end tender and bid process.
  • Excellent written communication, editing and proofreading skills.
  • Strong organisational and project management abilities, with the ability to manage multiple deadlines.
  • Experience coordinating input from multiple stakeholders and subject matter experts.
  • A commercial mindset and the ability to identify opportunities for growth.
  • Confidence using digital tools, AI and bid automation technology.
  • Excellent attention to detail and a strong understanding of compliance requirements.
  • The ability to work independently in a remote environment while collaborating effectively with wider teams.

  • Consistently delivering high-quality technical and proposal scores.
  • Ensuring 100% of bids are submitted on time.
  • Retaining framework and DPS renewals.
  • Maintaining a high-quality, accurate and up-to-date bid content library.
