Salary: Grade 10 | £42,839 – £46,142 per annum
Reports To: Associate Director – Housing Management & Tenant Engagement
Role Overview
We are seeking an experienced Team Manager – Tenant Engagement to lead Dudley Council's Resident Engagement Team. You will drive resident engagement, consultation, co-design and scrutiny activities, ensuring tenants influence housing services and decision-making. This role is key to delivering the Resident Engagement Strategy, embedding the tenant voice across Housing & Assets, and ensuring compliance with the Transparency, Influence & Accountability Standard.
Key Responsibilities
- Lead and manage the Resident Engagement Team, overseeing performance, supervision and budget management.
- Develop and deliver a compliant Resident Engagement Strategy aligned with regulatory standards.
- Build strong relationships with tenants, elected members and key stakeholders to strengthen resident involvement.
- Design and deliver innovative engagement activities, ensuring inclusion of seldom-heard communities.
- Embed tenant feedback into service design, policy development and operational decision-making.
- Monitor Tenant Satisfaction Measures (TSMs), KPIs and engagement outcomes to drive continuous improvement.
- Ensure compliance with statutory and regulatory requirements relating to resident engagement.
- Evaluate engagement projects, capturing learning and implementing service improvements.
- Promote a culture of collaboration, accountability and customer-focused service delivery across Housing & Assets.
Essential Requirements
- Extensive experience in resident engagement, tenant participation, scrutiny and co-design within social housing or a regulated environment.
- Experience developing and implementing Resident Engagement Strategies.
- Strong knowledge of the Transparency, Influence & Accountability Standard and social housing regulation.
- Experience managing teams, budgets, performance and operational risk.
- CIH Level 5 qualification (or working towards/willing to obtain).
- Proven experience working with Tenant Panels, Tenant & Resident Associations (TRAs), Scrutiny Panels and Customer Assurance Boards.
- Excellent stakeholder engagement, communication and relationship management skills.
- Strong leadership with the ability to motivate teams and embed a culture of continuous improvement.
- Politically aware with a commitment to integrity, governance and the Nolan Principles of Public Life.
