What you will do:
- Lead school place planning ensuring the council fulfills its strategic and statutory functions.
- Act as a key contact providing comprehensive local intelligence on school sufficiency.
- Undertake statutory consultation proposals to optimise school organisation.
- Conduct statistical analyses for accurate pupil place demand forecasts.
- Produce and submit the annual School Capacity Survey to the Department for Education.
- Collaborate with planners on housing developments to predict pupil yields and meet future demands.
- Prepare comprehensive reports and data visualisations for stakeholders.
- Build strong professional relationships with schools and educational organisations.
- Develop effective processes and methodologies within the Education service to optimise data management.
Requirements:
- Extensive experience in school place planning within a Local Authority or education setting
- Strong knowledge of education legislation, school organisation processes and DfE guidance
- Experience producing pupil forecasts and analysing complex demographic and admissions data
- Experience managing statutory consultations, PAN changes and school organisation proposals
- Strong analytical and reporting skills with advanced Excel and Power BI knowledge
- Experience using GIS mapping, data visualisation tools and large datasets
- Knowledge of SCAP returns, housing growth projections and Section 106 processes
- Excellent communication and stakeholder management skills with the ability to engage senior leaders, schools and elected members
- Ability to manage multiple priorities and deliver projects to deadlines
- Experience building effective relationships with schools, MATs, DfE and external partners
- Knowledge of GDPR, data protection and information governance requirements
- Strong project management, problem-solving and organisational skills
- Hybrid working: 2 days in Barking office / 3 days remote
- Ability to travel to schools and meetings across and outside the borough when required
