Project Manager (Pre Construction)

We are currently working with a Civil Engineering and Construction business who are leaders in their field who have an opportunity for an experienced professional to join the business as "Pre Construction Project Manager".
In this key role, you’ll lead the planning and programming of tender stage activities, helping shape and optimise project delivery plans from the outset. Your expertise will directly support their ability to secure and deliver successful bids through well-developed, resource-optimised, and contractually compliant programmes. You will ensure each tender submitted is backed by strong, strategic planning.
Key Responsibilities
- Lead the preparation of NEC4-compliant, resourced tender programmes.
- Develop optimised construction programmes focused on risk, opportunity, and value.
- Produce 4–6 tender programmes per month to support ongoing bid submissions.
- Contribute to programme-related responses within tender quality submissions.
- Ensure the smooth transition from tender stage to delivery with minimal programme variance.
- Collaborate with internal teams to ensure robust planning during all stages of the bid process.
What We’re Looking For
- Degree or HND in a relevant discipline.
- 5+ years of planning experience in civil engineering, ideally in a preconstruction environment.
- Strong knowledge of highways, structures, and public realm projects; experience in industrial, energy, or water/waste sectors is a plus.
- Proficiency with ASTA Powerproject (mandatory); experience with Primavera P6 and Microsoft Project is preferred.
- In-depth understanding of NEC3/4 contracts and the role of the programme within them.
- Familiarity with design, procurement, and construction methods.
- Strong communication, information management, and decision-making skills.
- Ability to work to deadlines, motivate others, and manage multiple priorities effectively.
