What you will do

Development Management: Lead the assessment and determination of major, strategic, and complex planning applications.
Pre-Application Advice: Provide high-quality planning advice to developers, landowners, and key stakeholders.
Planning Negotiations: Negotiate Section 106 Agreements, planning obligations, and planning conditions.
Committee Reporting: Prepare detailed reports, recommendations, and presentations for Planning Committee meetings.
Delegated Decisions: Exercise delegated planning powers in accordance with Council policies and procedures.
Performance Management: Ensure planning applications are processed within statutory and corporate performance targets.
Staff Supervision: Supervise, mentor, and support Planning Officers, Graduate Planners, and apprentices.
Technical Expertise: Provide specialist planning advice on complex development proposals and policy matters.
Appeals and Inquiries: Prepare appeal statements, proofs of evidence, and written representations.
Council Representation: Represent the Council at Planning Appeals, Hearings, Public Inquiries, and other formal proceedings.
Stakeholder Engagement: Build effective relationships with elected Members, developers, consultees, and local communities.
Service Improvement: Identify opportunities to enhance planning processes, customer service standards, and operational efficiency.

Qualifications / Requirements

Planning Qualification: Degree in Town Planning or a related discipline.
Professional Membership: Membership of the Royal Town Planning Institute (RTPI) or eligibility to obtain membership is desirable.
Experience: Significant experience managing complex and strategic planning applications within a local authority or comparable environment.
Legislative Knowledge: Strong understanding of planning legislation, policy frameworks, and development management processes.
Negotiation Skills: Proven experience negotiating planning obligations and managing stakeholder relationships.
Leadership Experience: Ability to supervise, mentor, and support junior planning professionals.
Committee Experience: Experience preparing reports and presenting recommendations to Planning Committees.
Communication Skills: Excellent written, verbal, presentation, and stakeholder engagement skills.
Organisational Skills: Ability to manage competing priorities and deliver work within statutory deadlines.
