Role Purpose

To lead and enhance strategic partnerships and performance arrangements that deliver improved outcomes for children, young people, and families. You will provide leadership across quality assurance, performance management, evaluation activities, and multi-agency collaboration, ensuring services remain high-performing, evidence-based, and aligned with statutory requirements.

Key Responsibilities

Strategic Leadership

• Shape and lead the long-term vision and strategic priorities of partnership working across Children’s Services

• Promote a culture of innovation, measurable improvement, and professional excellence

• Provide expert advice to senior leaders and elected members

Partnership Development

• Strengthen relationships with partners across education, health, police, and community sectors

• Support governance arrangements and ensure effective strategic decision-making

• Champion the voice of children and families within service planning

Performance, Quality Assurance & Evaluation

• Lead the performance framework for Children’s Services to drive accountability and improvement

• Oversee data insight and reporting for informed decision-making

• Monitor statutory compliance and inspection readiness

Outcome and Impact Focus

• Ensure services deliver measurable improvements in children’s safety, wellbeing, and achievement

• Constructively challenge and support leaders to drive better results

Resource and Risk Management

• Lead on commissioning partnerships and shared resource planning

• Manage budgets for key programmes and initiatives

• Maintain effective oversight of strategic risks

Leadership & Workforce Development

• Provide strong professional leadership and effective line management

• Champion a culture of learning, respect, and shared accountability
