Sanctuary Personnel is seeking an accomplished Strategic Recruitment Manager to lead the transformation and delivery of recruitment services across the organisation. This is an exciting opportunity to shape talent acquisition at all levels—from entry-to-work schemes to senior executive roles—and play a key role in delivering a high-performing, future-ready workforce.

Job Purpose

This leadership role is responsible for embedding best-in-class recruitment strategies, managing supplier relationships, and delivering a seamless, candidate-focused hiring experience that aligns with workforce planning goals and diversity ambitions.

Key Responsibilities

  • Design and deliver a strategic, efficient, and future-focused recruitment service that meets current and emerging organisational needs.
  • Lead a team of up to 6 recruitment professionals, creating a high-performing, insight-driven function that influences decisions at all levels.
  • Develop and implement a wide resourcing plan to attract and retain talent across all departments, including corporate leadership.
  • Drive improvements in the recruitment process through data analytics, workforce planning, and inclusive practices.
  • Oversee executive-level recruitment (Heads of Service and above), ensuring high-quality service delivery and a smooth candidate experience.
  • Manage recruitment contracts, suppliers, and agency frameworks to maximise value and ensure compliance with employment legislation and internal policies.
  • Lead the procurement and successful implementation of a modern Applicant Tracking System (ATS), aligned to organisational needs and user experience.
  • Create and execute a talent pooling strategy that addresses hard-to-fill roles and explores revenue-generating opportunities from external labour markets.
  • Collaborate with Business Partners, hiring managers, and the HR leadership team to align recruitment with broader workforce planning and diversity targets.

Essential Skills, Knowledge & Experience

  • Educated to RQF Level 6 (Bachelor’s degree) with a CIPD qualification or equivalent.
  • Significant professional HR and recruitment expertise, with a track record of continuous development and subject matter authority in resourcing.
  • Deep understanding of employment law related to recruitment and selection, with practical experience in applying policy and legal frameworks.
  • Demonstrated success managing large-scale operational recruitment teams in complex, high-pressure environments.
  • Skilled in process redesign, change management, and project/programme delivery.
  • Advanced data analysis capabilities, using insight to drive recruitment outcomes and continuous improvement.
  • Strong interpersonal and stakeholder management skills, with experience influencing at senior levels.
  • Expert-level understanding of recruitment and selection methodologies, talent attraction techniques, and modern recruitment technology.
