Hours: 37 hours per week
Working Pattern: Hybrid, with some attendance required in Truro
Pay Rate: £277.07 per day PAYE / £350 per day Umbrella

Seven Resourcing are currently seeking an experienced Strategic Finance Manager to support a local authority finance function in Truro, Cornwall. This is an excellent opportunity for a senior finance professional with experience in strategic financial management, local government finance, financial planning, business partnering, and organisational transformation.

The successful candidate will provide strategic financial leadership and advice to senior stakeholders, helping shape key decisions, improve financial resilience, manage risks, and support the delivery of council priorities.

Key Responsibilities:

• Provide strategic financial advice and support to senior leaders and Directorate Leadership Teams.
• Lead financial planning, forecasting, budgeting, and performance management activity.
• Support effective financial decision-making across complex services, programmes, and partnerships.
• Act as a finance business partner, building strong relationships with operational and strategic stakeholders.
• Identify financial risks, opportunities, and areas for improvement.
• Support organisational transformation and delivery of sustainable efficiencies.
• Provide insight and analysis to improve financial performance and outcomes.
• Support governance arrangements, financial reporting, and assurance processes.
• Work collaboratively with finance colleagues, service leads, and external partners.
• Contribute to the development and implementation of financial strategies.
• Support the coordination of finance activities across directorates and public sector partners.

Applicant Requirements:

• Proven experience working in a senior finance, strategic finance, or financial management role.
• Strong understanding of financial planning, budget management, forecasting, and performance reporting.
• Experience providing financial advice to senior leaders and decision-makers.
• Previous experience within local government, public sector, or a complex organisational environment is highly desirable.
• Strong business partnering skills with the ability to influence and challenge stakeholders.
• Experience managing financial risks and supporting transformational change.
• Excellent analytical skills with the ability to interpret complex financial information.
• Strong communication and stakeholder management skills.
• Ability to work independently and manage competing priorities.
