Role Purpose

To provide strategic and operational leadership in procurement across Oldham Council. You will ensure high-quality procurement guidance, compliance with legislation, and effective engagement with internal and external stakeholders while fostering professional growth within the procurement team.


Key Responsibilities

Procurement Leadership & Strategy

  • Provide procurement guidance and support aligned with the Council’s Corporate Plan.

  • Lead compliance activities under the Procurement Act 2023.

  • Mentor category staff and promote procurement knowledge across the Council.

  • Step in for the Head of Commercial Procurement Unit when required.

Contract Management & Advice

  • Collaborate with Legal Services to allocate contractual support and provide advice.

  • Ensure procurement templates are current and compliant.

  • Review procurement documents for exercises from £30k to the FTS threshold, offering guidance to improve outcomes.

  • Conduct end-to-end procurements as needed.

Stakeholder & Supplier Engagement

  • Represent the Council positively to external stakeholders.

  • Build collaborative relationships with Greater Manchester Councils and other public sector bodies.

  • Develop supplier relationships, lead negotiations, and maximise social value opportunities.

  • Support local businesses to participate in procurement opportunities.

Market & Process Development

  • Lead market shaping activities and stakeholder engagement for informed procurement processes.

  • Apply market intelligence to influence decisions and improve commercial outcomes.

  • Support service enhancements through knowledge sharing and cross-category initiatives.

Compliance & Governance

  • Ensure procurement processes meet legislative and council procedure requirements.

  • Uphold the Council’s Equal Opportunities principles.

  • Undertake any associated procurement tasks as required.
