Seven Resourcing are recruiting for an experienced Head of Property Design and Delivery to join a local authority on a long-term contract. This is a senior leadership opportunity to lead the transformation and insourcing of a property professional services design function.

The Role

As Head of Property Design and Delivery, you will lead the transition of property design and professional services from an external provider to an in-house model. You will manage a multidisciplinary team of around 30 professionals and oversee key supplier relationships, ensuring continuity of service throughout the transition period, including full responsibility for TUPE processes.

You will provide strategic leadership, advise on organisational design, and lead recruitment to establish a future-ready operating model. This role is critical in ensuring service excellence, strong governance, and innovative approaches to property design and delivery.

Key Responsibilities

Lead the strategic direction of property design and professional services
Manage the insourcing of services from external suppliers, including TUPE
Ensure effective systems, processes, and governance are in place during transition
Advise on organisational design and lead recruitment activities
Lead, manage, and develop a team of approximately 30 staff
Manage external suppliers, contracts, and budgets to ensure value for money
Ensure compliance with statutory regulations, health and safety, and governance frameworks
Drive innovation and continuous improvement across property design and delivery

Requirements

Degree or equivalent in a relevant discipline
Postgraduate management qualification
Membership of RICS
Extensive senior leadership experience within property services
Strong experience managing large teams and external suppliers
Proven project delivery experience with knowledge of RIBA stages and BREEAM
In-depth knowledge of property construction and refurbishment legislation
Experience leading TUPE and service transition programmes
Excellent stakeholder management and communication skills
