Purpose of the Role

To provide independent oversight of care planning and safeguarding arrangements for Looked After Children in Sefton. The IRO ensures children’s rights, welfare, and voices are central to all decision-making, monitoring care quality, challenging delays, and escalating concerns to senior management.


Key Responsibilities

  • Chair statutory Looked After Child review meetings within prescribed timescales

  • Ensure robust, outcome-focused care plans that reflect children’s needs and wishes

  • Monitor progress against care plans, including permanency decisions

  • Promote health, education, and wellbeing outcomes for children in care

  • Provide independent challenge and scrutiny when drift, delay, or risk is identified

  • Follow formal escalation procedures and identify trends to improve service delivery

  • Advocate for children, ensuring their voices are central in decision-making

  • Maintain safeguarding oversight and collaborate in multi-agency settings

  • Work closely with social workers, foster carers, health professionals, and others

  • Keep accurate records and reports, contributing to audits and inspections
