Business Development Manager - Public Sector Tenders & Projects

As part of this strategy, they are looking to appoint a commercially driven individual who can combine new business development, solution-led sales, stakeholder engagement and end-to-end tender management.

This is a highly visible role, working closely with senior management, the wider sales team and key customers across major organisations and public-sector environments. The successful individual will have the autonomy to develop new opportunities, build strong relationships and help shape future growth.

The Role:

  • You will proactively identify and develop new business opportunities, build relationships with major organisations and support the wider sales team in converting opportunities into profitable business.
  • The main focus will be across Industrial, Facilities Management and Public Sector markets, with additional opportunities within Construction, Civils, Infrastructure, Petrochemical and related technical sectors. You will also identify and manage tender and framework opportunities from initial qualification through to submission, negotiation and outcome, working closely with sales, technical and commercial colleagues.

Key Responsibilities of the Business Development Manager: 

  • Generate new leads, develop target accounts and build a strong pipeline of customers, projects, tenders and frameworks.
  • Build relationships with decision-makers, procurement teams, distributors, major contractors and other key stakeholders.
  • Visit customers regionally and nationally, managing your own diary and travel in a commercially effective manner.
  • Take ownership of relevant public-sector and commercial tenders, managing key timelines, actions and internal resources while coordinating technical, commercial, procurement and compliance requirements.
  • Work closely with the Sales Manager and wider team to align priorities, targets, pricing, cost considerations, commercial risk and customer solutions.
  • Translate customer requirements into practical, solution-led proposals, ensuring submissions are accurate, commercially viable and professionally managed through to conclusion.

Key Focus of the Role

  • The successful candidate will combine commercial sales ability, business development and stakeholder management with the organisational capability to manage projects, tenders and procurement opportunities effectively.
  • This is not a purely technical or desk-based tender role. The primary focus is on developing new business, building customer relationships and delivering commercially viable solutions, while developing or applying the skills required to manage tender execution and bid coordination successfully.

The Candidate:

  • Proven sales or business development experience with a proactive approach to generating leads and winning new customers.
  • Experience developing relationships with major organisations, distributors, contractors or key stakeholders.
  • Strong commercial awareness, communication, negotiation and organisational skills, with confidence working independently.
  • Experience of tenders, bids, frameworks or formal procurement would be advantageous, together with an understanding of public-sector procurement, compliance requirements and structured tender execution.
  • Strong project coordination skills, with the ability to manage multiple priorities, deadlines and stakeholders.
  • A structured, accurate and methodical approach, with the technical curiosity to understand products and work effectively with technical and commercial colleagues.

You may already be working within technical sales, product management/specialist or business development, selling attachments, lifting equipment, tools, PPE, access equipment or other technical products where you provide technical support and solutions to distributors, major contractors and end users. Candidates from related markets with strong transferable sales experience will also be considered.

Desirable Experience & Qualifications:

  • Strong stakeholder management, influencing and problem-solving skills.
  • Good written communication, reporting and project-management capability.
  • Experience within tender, bid or project management, ideally involving public-sector or formally procured opportunities.
  • Understanding of public-sector procurement processes, tender execution, compliance and commercial considerations.
  • Proficiency in MS Office and relevant project-management tools.
  • Fluent written and spoken English.

An engineering, technical or industrial background would be advantageous, particularly where this has involved technical products, engineered solutions or specialist equipment, but is not essential.

Relevant qualifications may include a degree or equivalent professional experience within Business, Procurement, Project Management, Commercial Management or a related discipline. CIPS, PRINCE2 or equivalent qualifications would be advantageous.
