Barking & Dagenham Council is seeking an experienced and strategic leader to join as Interim Head of HR, Organisational Development (OD) and Change. This ongoing locum role offers both full-time and part-time options, providing flexibility while leading transformative initiatives across the Council’s HR, OD, and Change functions.

As Interim Head, you will provide strategic direction, ensuring the organisation meets its objectives, enhances service delivery, and develops a high-performing workforce. You will work closely with elected Members, the Chief Executive, and senior management to deliver sustainable organisational change, workforce planning, and cultural development.

Purpose of the Role

To lead HR, OD, and Change functions, providing strategic leadership and oversight. You will enable the Council to meet its objectives, transform services, and support the development of a high-performing workforce.


Key Responsibilities

  • Develop and implement HR, OD, and Change strategies aligned with corporate priorities

  • Advise the Executive Team and elected Members on workforce, performance, and organisational development matters

  • Lead programmes to improve organisational culture, employee engagement, and leadership capability

  • Oversee major change initiatives ensuring alignment with corporate objectives

  • Ensure effective HR policy development, governance, and compliance with employment legislation

  • Build strong internal and external stakeholder relationships, including unions and public sector partners

  • Lead a high-performing team, promoting continuous learning and professional development
